Sending money to New Zealand

Hi, I am trying to send money to my friend in New Zealand. She has a NZ bank account and has just set up a new PayPal account over there. I've sent the money but it won't let her withdraw the money to her NZ bank. Anyone know what we need to do to access the money please?
