Sending money from a local bank to PayPal

Hello, I've been all over the internet trying to find an answer for this but couldn't, not even after seeking help from paypal directly in email support. Anyway can someone send money from a local bank to their friend's PayPal account? Let's say I send them an invoice and they chose to pay from their local bank, or maybe online but through the bank not paypal. If so how long would it take to finish processing? Any fees... etc

Thank you for your question. It is not possible to send from a person's bank to another person's PayPal account without using a PayPal account associated with that bank account to send the funds.
