If you were sent a goods and services payment for something that don't need to be shipped, click "Add Tracking" in the transaction details, select an order status and then ask the sender to confirm receipt on their end of the transaction to release funds.
Sometimes payments are pending up to 72 hours if it is under review by PayPal.
