Sending Money Internationally

Everytime I send money internationally, it holds it in the receivers end for 21 days. Can somebody explain to me why this is happening, or is there a workaround through this? Appreciate a response!

As you have not added your country to your community profile or said in your post then we can't help (Paypal varies a lot country to country).
