PayPal payments are sent email address to email address, so it's not possible to directly transfer PayPal funds to someone else's bank account.
In case you're not aware—PayPal accounts in Bahrain are able to withdraw funds to BisB accounts—from there you would be able to wire the funds to your family. I'll link details below.
