Send USD to VISA Credit card from Uruguay

Hi! When I transfer USD to my VISA credit card, PayPal converts the amount to the local currency (Uruguay Pesos) so I could pay USD items in my credit card.

A few months ago I could transfer USD from Paypal to Visa, but nowadays not. 

 

Do you know for any update related to this topic?
