Send Money Recipient Receives No Notification Money Sent

I used to be able to send money to a person or merchant. No longer for two years now. The recipient never receives notification the money has been sent and no way to accept the money. PayPal says my account is all good. The money is taken out of my credit card yet no go for the receiver. PayPal says the problem is with the merchant or individual. All 30 different attempts with 20 different people/merchants has failed. They receive no notice of the money sent. PayPal has advised me to find a different money service to deal with. Any thoughts? Ideas? Curious.
