Seller won't send me item until payment is officially there. What to do?

Hi, 

 

So a lady had a concert ticket for sale and I sent her money using "Goods and services". The cash appeared on her account as payment pending with my name on it and she refuses to send me the ticket until the money is fully in her account. Is she right to do that? Do I just have to wait? Thanks

If its marked as completed in your Paypal account then you have paid. The fact its pending on the SELLERS end is between her and paypal as she is a new seller.
She is supposed to send your item promptly (trackable to prove delivery) and then her funds are released when tracking shows the item as DELIVERED + 3 days.

She is at no more risk now than if she had the funds in his bank account. The hold is to protect PAYPAL from new sellers that don't refund buyers in the event of a dispute. If that happens Paypal refund the buyer under buyer protection and Paypal would then limit the sellers account and chase them to pay those funds back to Paypal.
Tell her if she refuses to send then you would have to file a dispute for 'non receipt of item' and that would impact on her paypal account as she is such a new seller and the time the 'new seller hold' lasts would be extended OR she may not be allowed to sell..

That's helpful. She currently closed her Facebook account where I contacted her and the amount is still pending, there is no cancel button. How can I fix this? I'd like to cancel before she accepts it 😞 Thanks again!
