So I'm working with a seller that's asking me to claim that I've received my package when they admittedly haven't mailed the item yet due to weather delays. (We're dealing with live plants so timing is crucial.) Their justification is that they want to be able to receive their funds, but I don't feel comfortable saying I have something when I clearly don't. Is this a warning sign that I might not receive my items if I do as they wish?

Tell them you will confirm receipt when you receive the item, by asking you to confirm earlier is fraudulent.
Say if they don't post you will open a dispute for non receipt of item.
Advice is voluntary.
