Seller is saying they don’t have paypal

I sent money to a seller via they’re mobile number. Seller is saying they didn’t receive the money in their bank account and they don’t have PayPal. When I reached out to PayPal help, they said seller does have an account and I can’t get the money back because it’s now in the sellers PayPal account. Anything I can do if the seller is adamant they can’t access it
