When a seller makes a sale and is paid to an PayPal account, he the seller should be able to use these funds to purchase postage for this shipment. No other bank or credit card involvement.

You're supposed to have some capital on hand (don't have to be a lot) to pay for expenses in order to run your sales smoothly, not run it payment by payment (Can't make money if you don't spend money.) because bottom line, that money is not yours until the customer is satisfied. And if you build your selling habits/customer service up, PayPal will eventually release funds right away, instead of holding every payment.

I agree that you need a balance to make the plan work. In my case my balance has not changed very much in months.
I do not want to link a credit card or other bank account to my paypal account. To risky. I don't want other access to sensitive info.
