1) My bank is Citibank NA, I am located in USA 2) someone send me a e check and was cleared this morning 3) when I tried transfer to my bank instantly I got this error message. 4) it did not like my master card Citi debit card on my PayPal 5) I have this pp cash plus account?? (No idea what this is) Now what?
