Im trying to withdraw money from my paypal account to bank account but it appears "Right now we're not able to complete this transaction". Is it because Malaysia bank not supported? Any solution?

Yes you can withdraw to a local bank account, have you withdrawn funds before and have you confirmed the bank account?

This is my first time doing withdrawal. But i did linked my bank account but it seems like doesn't really work. Do i need to contact bank to make permission?
