I had issues with the website not working properly so I could confirm my bank account and send his money over. I am now getting this error message. I am not able to wait 24 hours or longer as this is a time sensitive issue. I need this money to move to a new apartment. Any help is appreciated.

try a debit card

if fund is in the bank,not paypal,why not ask your landlord bank account info and do bank to bank transfer outside Paypal
