Revision on Reserved Wallet

Hi all, for some reason, I've been hit with a reserved account balance in my account. Currently, I feel helpless in terms of contacting PayPal (tried message systems in PayPal, Facebook and Twitter, all failed) I want to know more about the problem, on why is my account being put under reserved (20% for 50 days) And a jumpstart. All this money being held can determine the lifeline on my business and day to day activities... Most of the items sold are delivered to the buyers with proof of tracking, Is there a way I can revise the terms on the reserved placement or removal of hold after item has been delivered ? E.g. shorten from 50 days to 30 days? Or removal of jumpstart?
