Resolution center - Unable to complete your request

I made a withdraw yesterday with instant withdraw and I didn't got the money nor even today. I tried to use Resolution Center but I get this error message. Why?

From the screenshot you sent, it seems like you are trying to file a case for the withdrawal. This type of payments cannot be disputed, unfortunately. Please allow up to 72 hours for the withdrawal to complete.
