Releasing funds

I sent payment through paypal for some items that I purchased.  On my end, it says the payment was sent.  On the seller's end, she says that the funds are being held and that I need to release them.  Is there something else I need to do?  This is the first time I have had this happen.

If its marked as completed in your Paypal account then you have paid. The fact its pending on the SELLERS end is between them and paypal as they are new sellers.
They are supposed to send your item promptly (trackable to prove delivery) and then their funds are released when tracking shows the item as DELIVERED + 3 days.

Tell them that if they refuse to send then you would have to file a dispute for 'non receipt of item' and that would impact on their paypal account as they are such new sellers and the time the 'new seller hold' lasts would be extended OR they may not be allowed to sell at all.

IF the seller has not shipped the items yet, do not do anything. Actually, don't do anything until order has been delivered to your satisfaction. They are not supposed to hold your order hostage. Their payment is subject to PayPal 21 day hold, you are not holding it. The seller should ship, add tracking number, optional but PayPal automatically uploads it if seller ships with PayPal shipping and when PayPal's system confirms delivery with the courier, they release funds generally within 24-48 hrs.

If seller doesn't ship or tries to get you to confirm receipt without receiving your goods, file Item Not Received dispute after 7 days.
