Refunding a payment that is being held

I have a hold from a buyer that’s just placed an order with me. It is not an item that is shipped. It will be delivered on the date agreed. I’m not sure as to why this is being held. There is not even a place to add a tracking number. I do multiple transaction higher than this amount all the time. Why is this being held and why can it not be released. This hold is going to cause both me and the buyer an issue and she expects the product within a week. I do not start working unless money is received. How do I get this hold released. The customer even tried to call PayPal with no help. This is horrible! I’ve been with PayPal for 7 years with no issues like this before. Why now?
