I am a new seller on eBay and I want to return the money to my customer but the money is on hold on PayPal. What am I going to do?

You can refund money while it is on hold - that is why it is on hold for buyer protection.

Agree to the refund but do not send the refund until the item is back in your possession and you have time to verify the item came back in proper condition.

The funds would come from your linked bank account as you can't refund 'held' funds.

The only time 'held' funds would be used is if a buyer won a dispute > you refused to refund > paypal would then use those held funds.
