Refund went to a canceled debit card

- I purchased car floor mats with my debit card through paypal on ebay. - Got a message from the seller that the plant was closed down and expected to reopen in two weeks. - I waited the two weeks and the shutdown continued, and they were unable to make the floor mats for me, so they gave me a refund. - During that time, I had lost my debit card and had it canceled, and replaced with a new one. - PayPal automatically refunded a portion of the payment to that canceled debit card, and now I cant access the money. What can I do? I cant create a dispute with paypal for a refund.

Call the bank to ask about their policies in cases like this. They may have a special process to reroute the refund to the new debit card, cut you a refund check or bounce it back to PayPal who will deposit it to your PayPal balance instead if it can't go back on the card.
