Refund has been lost

Seller made a refund 1.5 months ago. PayPal support told me 3 weeks ago that they see the refund on my account and it is held to be checked and also that they will contact me when this check is finished. Yesterday I sent a message to the PayPal support if it is OK that the refund is held for 3 weeks and the same person told me that there is no more refund on my account and that I should contact the seller. It means that money just disappeared. How is it possible? What should I do? Of course, the seller (Russian airlines) told me that they sent the refund to PayPal.
