One week ago I got a game from ebay.de. I chose the bank transfer method but it turned out the transaction is eventually processed by Paypal. Mind you, it did not go through my Paypal account but (probably) some external account which got the money from my bank and sent it to ebay.
Next day I demanded a refund and got one. The seller agreed and sent the money back. They never, however, reached my bank account and I suspect they are now on this virtual Paypal account that had processed the original transaction.
I have the transaction ID but do not know how to proceed to get my money back (I tried writing the help center but after submitting my message I was informed that the service does not work. When I tried calling Paypal, I learned that my number is for some reasons blocked even though I'd never called them before). Any ideas where I should start?
