Received email saying instant transfer to my debitcard, but no money yet 1 1/2 hours

Received payment over 1 1/2 hours ago, received email from Paypal saying an instant transfer was done and money should be in my bank immediately, went through the Paypal so called help center/process and have been getting nowhere, paymount shows received to my account, and instant transfer to debit card/bank account in my summary

Estimated arrival: 30 mins but may take longer depending on your financial institution. If you received an email that a withdrawal was made and is marked as completed in your account activity, that only means that your request to transfer was processed. Doesn't mean its in your account already as the bank does not notify PayPal that the funds have been deposited.
