Received Email of Automatic transfer, but it didn't happen

 my founds are automatically transferred to my linked card on the 1st of each month, however today I received an email for automatic transfer but no transaction has been made I see money is still on my PayPal account so they have not transferred why?

manual trnsfer done.... But I paid $5 withdraw fee. I don't want to pay $5, PayPal should refund this. Thank you for suggestion.

This month I didn't receive automatic transfer email, and founds are not transferred.
