You may want to contact customer service for assistance - when you have financial accounts linked and confirmed and then they are removed or deleted, in most cases, you need the assistance of customer service to help re-link the financial accounts. I believe this part of PayPal's fraud protection put in place to protect you - for example, if someone has access to your financial accounts and tries to re-link that info to their account - the system would prevent that from happening.
