Random ~40% fee???

I'm trying to send money for goods and services. I want to send $80 but PayPal is saying that gives me a final total of $114. What is that about?

PayPal doesn't charge buyers a fee on purchases. There is a currency exchange rate/conversion fee if you're paying in foreign currency. It could be sales tax. Or something the seller tacked on? Or the seller has their sales tax/shipping calculator settings configured wrong. Speak to the merchant.
