Processing Error - PayPal Business Account

Every time we try to link a visa card or bank account on our business account, we get the following error: "We're sorry. We're not able to process your request right now. Please try again later."; does anyone have any idea on why this is happening?

I'm having this problem too, I've followed all the advice I can find and still can't get my bank account linked.
