Problems using my balance

I cannot make any purchases, even though I have more than enough money in my balance

I also cannot (Tried with several friends' paypals)

- Send money

- Withdraw moeny

- Pay for items

- Send to friends/Family

I have a lot of money locked now on my paypal account and customer service offers 0 help as they keep saying the same pretyped answers overand over

I beg you, please help, I have all my money on that account
