Problems adding a bank account

I tried to send small amount in my bank account. It was failed 2-3 times and my bank account removed in Paypal.now I am trying to add my bank account for link with Paypal. whenever I add bank details after that it says "We're sorry. We're not able to process your request right now. Please try again later." Please resolve this. I need to add account here. please remove restriction here. I am waiting for your reply. Thanks!!

If you entered the wrong code x3 times then you can no longer confirm your bank account that way.
You would need to wait until the phones are up and running again and then ask customer services to add it for you.
They would probably request that you upload a copy of your bank statement to prove ownership of the bank account as you couldn't manage the code method.
