Problem with my funds on hold

I just opened my PayPal account a week ago and my funds were remitted there immediately.To my surprise,I have been trying to link paypal with my bank account and this has not been successful.The money is showing in my paypal account  but saying it is on hold while the paypal balance remains zero.From the help section,I saw that the money can stay on hold for as long as 21 days which is unreasonable considering this is my salary payment and I have some urgent bills to sort.What should I do to get my money soon?

The options in Kenya of withdrawing funds is by using the services of M-PESA or Equity Bank to transfer funds out of a PayPal account. If unable to get those to work, customer service assistance would be needed.
