Problem with adding money to paypal

I am unable to add money in my paypal from my bank account however I can withdraw. When I try to to add money in my paypal it says try again later there is some problem or contact us. Please any let me know why it is happening?

your solution is what ive been trying to do and doesnt work. i owe paypal 9 dollars and on the app and website it says error try again later. ive tried on both bank account and debit card. its a paypal error it happened to me once before and finally worked after many attemps but not this time. i have the funds in my account.
