Problem wit adding credit/debit card

Hello. I have a problem with adding credit/debit card to my Paypal account. 

When i try to update or to add new credit/debit card i get notification: ''sorry. We can't do that right now. Try later''.

And whole week already. I sent messages to ''support center'' and even contact them on Twitter and FB but nothing changed.

People who represent ''support staff'' on Twitter and Facebook are like children of 2 years old and constantly repeat on every question: ''sorry i don't understand. Please contact support system''. Can somebody help me here with this problem? It's really annoying.

Why doesn’t the HELP CENTER help with this ISSUE? I’ve been trying to get HELP almost over 1/2 hour or LONGER.
