Problem transferring money to bank

I had money sent to my PayPal yesterday via friends and family. The money is not on hold. It shows it is all available. When I try to transfer to my bank or my debit card I get the same message no matter what amount of money I try transferring. It says not able to complete this transaction.

I have the same problem. Contacted customer service and they have no clue on what is going on. And that my account is blocked from further usage.
