Practical withdraw usage in Serbia

Hello PayPal users in Serbia, I have a question about Practical withdraw usage in Serbia.

I'm going to send money in EUR to a friend in Serbia from Japan. I am not sure if he can withdraw PayPal EUR balance to his local bank account. So, I worry about the withdraw method after his receiving money via PayPal. Please let me know whether making withdraw EUR to a Serbia local bank is practical (simple and low cost) or not. Also, let me know a current best way of withdrawing in the view of simplicity and low cost, if bank withdraw is not available in Serbia.
