I'm sorry to hear of the difficulty that you're having adding your card. Closing an account with an active card can sometimes result in that happening. You can contact Customer Service and let them know that your old account was closed with a card active and you need the card disabled from the old account so it can be used on the new account. Barring any unforeseen circumstances, they should be able to help with that. To find your contact options, click Contact at the bottom of the PayPal website.
