Sent item and logged tracking number and now item has been received and signed for but my payment still pending and not available

You haven't said if it was an Ebay transaction or privately via Paypal but normally funds are released when tracking shows the item as delivered + 3 days.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
