Paypal withdrawal completed yet I didn’t received the money in my bank account

Sunday, 1/12/2019, I’ve sent a request to withdraw 58.89 USD to my bank account. The status show as completed, yet I didn’t recieve the money. The bank account is on my mother’s name, but the bank authorised me as well.

Can you withdraw USD currency to a Romanian bank account?

Normally the name on the bank account has to match the name on your paypal account.
