I am citizen of Azerbaijan and located in here as well, but I have bank account from neighbour country Georgia which supports PayPal withdrawals. Can I add this card to my account and withdraw money? Or should I create new account and use Georgia as my country?
Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
Its against paypal rules to use another countries paypal account.
