However, it also sounds as though you've run into a different situation where PayPal's Security System may be blocking your transaction. That happens from time to time, depending on what the Security System has detected, and PayPal apologizes for any inconvenience.
Security is a top priority, but situations like this should not be regarded as a reflection on your standing with PayPal. In some cases, logging out of your PayPal account, deleting the cookies and temporary internet files and waiting 24-48 hours before trying again will clear things up.
For Philippines customers, withdrawals may be completed using a Visa branded credit or debit card, a bank account or a GCash account. If you have a different card and/or bank account you can add to your PayPal account, that may help by giving the System more than one option for a withdrawal.
