Paypal says "We're sorry. We're not able to process your request right now. Please try again later".

paypal.PNG I am linking a picture, don't worry I just inspect elemented the page so I could hide some sensitive info. My details are correct, I have checked multiple times. This is kind of an emergency and I need the account linked to my bank quickly. However, if this is circumstance created by the Covid-19 virus then I understand why it's not going through.
