Paypal refusal to withdraw money back into my bank

I have spent hours on hold waiting for supervisor to help with issue and after about an hour each time, the phone is disconnected. I believe this is a sign they cannot pay their bills or customers. Has anyone else had this problem. Mine has lasted a week.

I think its more to do with too many callers and not enough staff
