Paypal not allowing money transfers

whenever i try to transfer money, this shows up.

Stop, log out, wait a day or two and log back on to try again. Also restart your device before retrying. Could be PayPal internal security system acting up so give it time to reset/cool down. Or switch to a different wifi/data connection (ie. 5Ghz to regular, try it, and back)
