Paypal incomplete refund

So I transferred $19.20 to my bank and the bank declined, they did a refund but it's only $13.94, how do I contact the paypal's customer service?

Paypal charges a fee for declined transfers that they tried to process for you.

OR read up on the fees and make sure your withdrawal will not be declined by your bank?
