Paypal holding all shopify funds since 3 months

Hello! I have a shopify store and i keep my inventory in my warehouse in China. I have made a shopify site for my business about 3-4 months ago. Every sale i got since that time has been put on hold for 21 days. I have a very good selling history and have close to no refunds. I have tried contacting customer support but it didn't help. Could someone help me lift the 21 days hold for all my sales?

Paypal holds the funds until you have what they think is a safe and reasonable seller reputation.

Only paypal customer services decide when that is.

If you mark your items as despatched/shipped OR provide a tracking number funds are often released earlier.
