Paypal has 0.37 for over a year now. Is there anyway to use it to pay off a debit?

It cost more to request it than to just use it. I think that its my money and it should automatically go into my credit but instead it
is being kept from me. If 1 million of you have this problem, it means that Paypal is making hundreds of thousands of dollars in interest that should be ours to keep. Legally this could mean a class action law suit. Why does it not just give you credit to use it as you please?
