Paypal doubble charged a hold and only returned funds on one of em.

Just as the title states Paypal doubble charged a hold and only returned funds on one of em. Is this normal? 

The transaction proceeded as normal but my bank states that the second hold wasnt refunded but they just proceeded with the actual purchase.

Essentially i got charged twice one for the hold (that wasnt refunded) and the actual purchase.

Anyone else had this problem before?

I also made a claim but they denied it twice.
