Paypal Fund Hold Delivered

Hi Paypal Community, Have question regarding fund being hold, it is says that money being hold for 21 days after receipt but can become sooner if we provide tracking code and states delivered + days, since my english is limited, im confused, is delivered means the product gets safely to the buyers, or delivered as in already being sent by the courier? thank you

The delivery of the item must be to the buyer's address, this is the address provided to you by PayPal in the payment notification email you received when the funds were transferred to your PayPal account.
