Paypal CS Useless - Pending Balance Issue

I have recently opened up a depop page to sell off items of clothing or accessories that i no longer need or want.. i have built a good review for myself as a seller with a guaranteed 1st class delivery. the only issue is that it did not occur to me to pay extra for tracked shipping as 1st class was very efficient 1-2 days and all of my buyers had received their items in a day. it has now been a week i have gone back and forth with paypal live chat and they have repeatedly told me to do this and that and it has not worked. they recommended i tell the buyers to visit the paypal website but as you can imagine not a lot of them did. one has done and this worked however i’m explain to paypal it’s unfair the others have received my item over as week ago and you’re still holding their payment on hold despite me attaching screenshot proof of them confirming it’s arrived. I feel like paypal’s customer service is terrible and useless and this money hole has inconvenienced me as i’ve not made any profit and had to pay for shipping out of my own pocket for items i haven’t even been paid for. Yet both depop and paypal have managed to take their percentage out.

If you are experiencing delayed funds availability, here are some shipping tips that may help you get your payment sooner:
- Add tracking information: If you provide tracking information from one of PayPal’s supported carriers in the transaction details page, your payment should be available 1 day after PayPal can confirm the delivery date.
- No Shipping Info: If your item doesn't need to be shipped (e-books, piano lessons, etc.), mark the order as Processed and provide the required details.
- Buyer confirmation: A buyer will receive a notification email once you've uploaded the tracking number. When your buyer confirms they've received the item, the payment will be released immediately. (You can also ask buyer/sender to confirm receipt sending them the steps below.)
Here’s how (These options may not be available for some countries):
Seller/Recipient: Add tracking information, FIRST:
1. Click Activity at the top of the page.
2. Find and click the original payment for the item or service.
3. Click Add Tracking Info.
4. Select an Order Status: Processed or Shipped (with or without tracking info).
Buyer/Sender: To confirm receipt of an order/item
- Go to Activity.
- Find and click the original payment for the item.
- Click Confirm receipt.
- Click Yes to confirm that you received the order.
Note: Not all purchases require receipt confirmation.
If buyer/sender does not 'confirm receipt', or PayPal wasn't able to 'confirm delivery’ since you do not provide tracking info, you may have to wait up to 21 days for PayPal's system to release funds. If its beyond 21 days, then you'll need to contact customer service to manually release, but response may take longer due to limited staff from Covid-19 safety precautions. PayPal institute this hold to ensure sellers ship out order and the funds are there to cover any disputes that may be filed within 21 days, against you until your account is proven to be reliable. PayPal will email you when they have taken you off the hold regimen.
