Payoneer FIRST CENTURY BANK bank account: Sorry, we are not able to process your request

Hello,

 

Lots of people have managed to link their Payoneer account to their PayPal account by using data Payoneer provides. Now, I'm from Serbia, and I have funds in my PayPal but don't own any cards other than Payoneer master card. When I tried to link my Payoneer bank account to PayPal, I get Sorry, we are not able to process your request. Please try again later. error message. Now, I've read quite  a few posts, and they're all different in terms of the solution: some say this can't be done given the error message, some say to indeed try later, some say to contact PayPal support. Could this be that I opened my account from a specific country, ie Serbia?
