PayPal says it can't complete my transfer and to try again later ? I am trying to send the money to a friend in Tanzania, Africa.

Paypal account holders in Tanzania can't receive funds, they don't have that option.

They can only send funds to purchase things.

Click on the link below and select the country you want from the drop down list for options available in that country.
